چارچوب ابعاد و مؤلفه‌های حکمرانی برای اعمال به صنعت فناوری مالی

چکیده
هدف: حکمرانی در طول قرن‌ها در سطوح مختلف حاکمیتی مورد توجه بوده‌است. افزایش چالش‌های جدید از ظهور و توسعه صنعت فناوری مالی (فین‌تک) نیز نیاز به یک چارچوب حکمرانی مناسب را بیش از پیش آشکار نموده‌است. مطالعات کنونی حکمرانی در فین‌تک عمدتاً پیرامون مسائل داخلی آن در سطح سازمانی است و نیاز به حکمرانی کلان برای فین‌تک کاملاً مشهود است. بنابراین، پرسش پژوهش کنونی این است که ابعاد و مؤلفه‌های حکمرانی برای اعمال به صنعت فناوری مالی کدام هستند و بر اساس آن، تعیین چارچوب ابعاد و مؤلفه‌های حکمرانی انجام گیرد.

روش پژوهش: روش انجام این پژوهش، آمیخته است. در بخش کیفی با استفاده از روش فراترکیب و تحلیل محتوا، موضوعات مختلف پراکنده در مورد حکمرانی، فین‌تک و حکمرانی فین‌تک جمع‌آوری و تقسیم‌بندی شدند. در بخش کمّی نیز از روش دلفی فازی برای اعتبارسنجی مؤلفه‌ها و سپس، تحلیل عاملی اکتشافی برای استخراج همبستگی نهان میان مؤلفه‌ها استفاده شد.

یافته‌ها: یافته‌های حاصل از تحلیل محتوای ادبیات، شامل مؤلفه‌های احصا شده در هفت مؤلفه شامل آینده‌نگاری، سیاست‌گذاری، تسهیل‌گری، تنظیم‌گری‌، زیرساخت‌دهی، پایش و ارزیابی بود. مطابق نتایج تحلیل، هر هفت مؤلفه توسط خبرگان تأیید شدند و از آنها سه بُعد شامل تدبیر، تمهید و تنظیم استخراج شدند. بنابراین، چارچوب ابعاد حکمرانی دربردارنده تدبیر متشکل از آینده‌نگاری، سیاست‌گذاری، تمهید شامل تسهیل‌گری، تنظیم‌گری‌ و زیرساخت‌دهی و در نهایت تنظیم شامل پایش و ارزیابی هستند.

نتیجه‌گیری: چارچوب ابعاد و مؤلفه‌های حکمرانی برای شفافیت در وظایف حکمران نسبت به صنعت فناوری مالی، بسیار حائز اهمیت است. با ابتناء به این چارچوب، حکمرانان می‌توانند حکمرانی فین‌تک را محقق نمایند و صنعت فناوری مالی نیز نسبت به آنچه حکمران در قبال وی وظیفه دارد؛ آگاه خواهدگشت.

Governance Dimensions and Sub-dimensions Framework Applicable to Fintech Industry

Background and Purpose: Governance has been at the center of attentions for centuries at different levels of administration. Also, the increasing new challenges of Fintech advent and development reveals the need for a proper governance framework. Current governance studies in Fintech mainly discuss internal Fintech issues at the enterprise level, hence, the need for macro-level Fintech governance is dramatically obvious. Therefore, the current research seeks to answer what Fintech Governance dimensions at the macro-level are and establish a framework of governance dimensions and sub-dimensions to apply to Fintech at the macro level.
Method: The method of conducting this research is mixed. In the qualitative part, by using Systematic Literature Review and Content Analysis, various scattered topics about governance, Fintech and Fintech governance were collected and categorizes and sub-dimensions. In the quantitative part, the fuzzy Delphi method was used to validate the sub-dimensions, and then, Exploratory Factor Analysis was performed to extract the potential hidden correlation between the sub-dimensions.
Findings: The findings showed that the extracted sub-dimensions were categorized into Policy-Making, Fore-Sighting, Facilitation, Infrastructure-Delivery, Regulation, Monitoring and Evaluation. All these sub-dimensions were validated by experts and they could be grouped into 3 main groups under the names Contrive, Collaborate, and Control. Finally, we determined the governance dimensions applicable to Fintech industry are Contrive, Collaborate, and Control with their corresponding sub-dimensions.
Conclusion: The framework of dimensions and sub-dimensions of governance is crucial for transparency in the duties of the governor towards the financial technology industry. By committing to this framework, the rulers can implement the Fintech governance, and the financial technology industry will be informed about the governors’ responsibility towards it.
